A smooth white ter'angreal about a foot long, used by the White Tower to bind Accepted to the Three Oaths upon becoming Aes Sedai. A relic of the Age of Legends, where such devices were called binders and were used to restrain the incorrigibly violent. Whatever is promised while holding the rod and channelling Spirit into it becomes absolutely binding until released.
