During the time of the Final Empire, Scadrial is a world of ash and mist, its ecology deliberately altered by the Lord Ruler. The ashfalls come from the ashmounts (volcanoes created to offset the planet's orbital shift), and the mists descend every night. After the events of the Hero of Ages, Scadrial is remade by Harmony (the combined Shard of Preservation and Ruin) into a more hospitable world.
