The Union's ruling body of twelve members who advise the king on all matters of state. In practice, they govern the Union while the monarch serves as a figurehead. The balance of power within the Council - between the Arch Lector, the Lord Chamberlain, the High Justice, and others - drives much of the series' political intrigue.
