A race of non-individualised beings whose job is to make sure the universe functions properly and does not just do what it likes. They appear as small grey empty robes with a cowl and act entirely on consensus. They hate and distrust individuality, which for them is instantly fatal. They can see into human minds and observe the energetic flow of thoughts, but they cannot read them.
